Enterprise edition:    
Oracle Database Enterprise Edition is Oracle's premium database product. It incorporates all the features of Oracle Database Standard Edition, but also includes additional features for improved availability, performance, scalability and security. With each new release of Oracle Database, the Standard and Enterprise editions are becoming more diverse. The key features available only in Oracle Enterprise Edition are as follows. High Availability Features:    
Oracle Data Guard - Auto standby database refresh facilities
Online index build and coalesce - Administer indexes without service downtime
Block level media recovery - Quicker recoveries from media corruption
Incremental backup and recovery - Faster backups, particularly useful for large databases
Point-in-time tablespace recovery - Partial recoveries for select parts of database
Security:    
Advanced security option - Licensable option for secure database features
Database Management:    
Change Management pack - Licensable Enterprise Manager pack
Diagnostics pack - Licensable Enterprise Manager pack

Note that databases created under Oracle Standard Edition are fully compatible with Oracle Enterprise Edition. Upgrading to Enterprise Edition is therefore a simple matter.

Both 10g and 9i are extremely stable products, and are available at the same price. We would recommend Oracle10g Enterprise Edition over Oracle9i Enterprise Edition unless your application is certified only with 9i.
